XML Implementation Plan

VIM Technologies, Inc. is pleased to announce the following implementation plans regarding the pending Clean Air Markets Division directive for changes in the electronic submission format of the quarterly Electronic Data Report (EDR). Under the Emissions Collection and Monitoring Plan System (ECMPS) Program the CAMD will be requiring all affected sources that are reporting using EDR v2.1 or EDR v2.2 text-file submission formats to move to an XML file format by the first quarter submission deadline in reporting year 2009. This means that every DAS collecting data and generating an EDR in the current text-file format must be modified to handle the new requirements.

XML Implementation Background
As part of the overall CAMD migration to the new reporting format, the USEPA has contracted an outside, third party agency to develop the new software to handle the changes in reporting formats. The results of this development effort will lay the groundwork for DAS vendors supporting the affected sources required to report under the Acid Rain and NOx SIP Call programs. Design documents or Schemas issued by CAMD over the past few months have been under review by our software development group and air compliance team to determine the impact on you as a CEMLink DAS end user. VIM Technologies, Inc. XML Timeline
VIM Technologies, Inc. is fully prepared and ready to implement the XML reporting requirements in accordance with the CAMD plan, as illustrated by the integrated XML Schedule.
It is our intention to participate in both the Alpha and Beta Test periods, teaming with select Air Compliance partners to test the XML interface. The criteria for test period selection will be based on preferred application profiles, dictated by the CAMD. This test period is an integral part of the ECMPS implementation program and will involve some VIM clients. During the test periods both the text file and the new XML file will be submitted. If you are interested in volunteering for either the Alpha or Beta submittal periods please let us know. We will match your facility up with the preferred profile list and place you in the schedule accordingly.

VIM Technologies, Inc. Implementation Plan
In order to best serve the needs of each of our Air Compliance Partners, VIM Technologies, Inc. has developed a DAS software upgrade program designed to minimize the operational and commercial impact of the new reporting format. In order to comply with the ECMPS directive, each CEMLink DAS will require an upgrade. The general guidelines for receiving the XML upgrade can be summarized as follows:

  • The current DAS system must be running a Windows 2000, Windows XP or Windows 2003 Server Operating System
  • The current version of CEMLink must be v 5.0 or higher
  • The current version of CEMLink must be supported by an Annual Maintenance Agreement
  • Each source must be able to provide an up to date XML formatted Monitoring Plan prior to installation (VIM will update for a small fee)

Project timing and overall costs are being developed on a site by site basis. Over the next few weeks, each of our affected customers will be given an Individualized Implementation Plan (IIP) that includes all the site specific CEMLink information and a proposed pricing structure needed to budget for XML reporting. For example: under the current plan CEMLink 5 users running Windows XP and participating in a multi-year Annual Support Agreement Program will receive the XML upgrade, at no additional charge. This approach is consistent with industry standards and offers an added benefit to those already participating in the Annual Support Program.

For those clients running older versions of CEMLink 5 and/or are not currently participating in a multi-year Support Agreement Program the opportunity to evaluate an IIP specifically designed to meet your needs will be coming to you shortly. Regardless of your current status, VIM Technologies, Inc. will offer a cost effective, compliant solution that will meet the USEPA deadlines.
