PADEP CSMM REV. 8 IMPLEMENTATION BACKGROUND

The Pennsylvania Department of Environmental Protection (PADEP) has issued a directive that calls for significant changes in the electronic submission format of air emissions quarterly reports. The monitoring and reporting changes proposed in Revision 8 will require all affected sources to begin reporting data in Electronic Data Report (EDR) or “record type” format, as soon as 3rd Quarter 2007. The PADEP EDR will be managed by a software tool called CEMDPS. EDR record type reporting has been used by the EPA’s Clean Air Markets Division (CAMD) since the early 1990’s and is currently being used by all sources that report data under the Acid Rain program and the NOx SIP Call.

Sources in Pennsylvania that are required to report emissions data to PADEP must convert to the new Record Type format beginning on the “first day following the second calendar quarter following release of the CEMDPS program”. The current schedule has the CEMDPS program being released in June 2007 which would require sources to begin reporting using the new record type formats by the first quarter submission deadline in reporting year 2008. This means that every DAS collecting data and generating a PADEP report today in the current text-file format must be modified to handle the new EDR record type reporting requirements no later than December 31, 2007.

As part of the overall PADEP migration to the new reporting format, the agency has contracted an outside third party company to develop the new software to handle the changes in reporting formats including the CEMDPS software tool. The results of this development effort will lay the groundwork for DAS vendors supporting the affected sources required to report under PADEP CSMM Rev 8.
